Flexible compensation has spread in recent years as an added perk that many companies offer their employees, allowing part of gross salary to be directed toward certain products with more favorable tax treatment than receiving that same amount as ordinary cash salary.

What flexible compensation is

It consists of voluntarily directing part of your gross salary toward certain specific products or services (instead of receiving that amount entirely as cash salary), taking advantage of the fact that those particular products enjoy a full or partial exemption under income tax, within the limits set by the rules.

The most common products within flexible compensation

  • Childcare vouchers: exempt from taxation up to a limit, for paying nursery or authorized early-childhood education centers.
  • Health insurance: exempt up to a limit per person (the employee and, under certain conditions, also spouse and children), if contracted through the employer.
  • Meal card or vouchers: exempt up to a daily limit, for paying for meals on working days.
  • Transport card: exempt up to a limit, for paying for public transport between home and the workplace.
  • Training: certain training expenses linked to the job can be exempt if channeled this way.

Why it means a real tax saving

By directing part of your gross salary to these exempt products, instead of receiving it as ordinary salary subject to full taxation, you reduce the portion of your salary subject to income tax. The net result available to you (in the form of salary plus the value of these already-paid services) tends to be higher than what you'd get by receiving the full amount as ordinary salary and paying for those same services out of pocket with already-taxed money.

A simplified example of the saving

If you direct €100 a month of your gross salary to an exempt childcare voucher instead of receiving that €100 as ordinary salary, you avoid the income tax withholding that would have applied to that portion of your salary. The exact tax saving depends on your marginal income tax rate: the higher your marginal rate, the greater the relative saving from channeling that expense through flexible compensation rather than paying for it directly with already-taxed salary.

It doesn't reduce your Social Security contribution base

It's important to know that, generally, amounts directed to flexible compensation still count toward your Social Security contribution base (unlike the treatment under income tax), so it doesn't affect your future benefits or pension — it only reduces the portion of your salary subject to income tax.
